Business Continuity Plans for Police Communication Service Centres
As a result of the 111 Review we were asked to assist Police implement recommendations regarding the development, robustness and testing of Business Continuity Plans for Police Communication Service Centres (ComCens).
The assignment
- determined and qualified the critical risks posed by the separate existing BCPs for the individual CommCens;
- produced an overall National BCP plan
- defined the training and capability improvements required for establishing an effective national coherent ComCen BCP;
- recommended a phased programme of work to mitigate the identified risks; and
- created a robust testing regime.
BCP Development and Testing
Over a period of a year we have assisted Police with the implementation of the Business Continuity Plans we helped them develop. This work has included planning and carrying out tests at individual ComCens and national coordinated testing across the three sites. We’ve worked with a number of agencies to simulate the responses needed to manage outages caused by major disaster incidents. We continue to assist Police with ongoing development and testing of BCP each quarter.
We have also assisted in the creation of three Master Service Operation Plans that outline the responses expected from ComCen staff and all other service suppliers in the event of major disasters.
Single Non-Emergency Number Project
Establishment of a SNEN response by Police is a major strategic initiative to reduce loading on the 111 service and arrive at more appropriate interventions for responding to, managing and following up on non-emergency response requests from the public.
We developed an approach for the strategy development and facilitated the development and documentation of the different ways in which Police could carry out processes around non-emergency incident response and management. The work done so far has raised important strategic issues about what is and should be Police work and what might be the responsibilities of other agencies and the public to manage.
"Outcome Group Senior Associate Robin Gunston was recently presented with a Police services plaque in recognition of his work on the Single Non- Emergency Number (SNEN) Project. The plaque was officially unveiled by the Minister of Police on 24 November 2006 in Auckland. Robin worked as a member of the project team where he was responsible for designing the processes, evaluating project risks, specifying technial requirements and injecting new thinking into the way Police can bring customer focus to their work."
